Jeff Millard serves as the Fractional Development Director at The Garibay Institute for Soft Power and Public Diplomacy. He is the founder of JM & Associates, a fundraising advisory and strategy firm that partners with venture firms, private equity funds, and founders to execute discreet and high-impact capital raises. Serving as Outsourced Investor Relations, Jeff builds and manages pipelines of high-net-worth, institutional, and family office investors, guiding clients through every phase of the capital formation process from investor identification and targeted outreach to relationship management and closing.

In parallel, Jeff and his team advise nonprofit organizations on major-gift strategy, corporate partnerships, capital campaigns, and endowment growth often serving as outsourced development officers to expand donor networks and deepen long-term engagement.

Since founding JM & Associates in 2016, Jeff has built a diverse portfolio of partnerships spanning both the for-profit and nonprofit sectors. His nonprofit collaborators include the San Francisco Symphony, The Culinary Institute of America, the Alexander Hamilton Society, Chance Academy, Peer Forward, Mission Bit, and American Policy Ventures + Humanity Forward.

Before launching his firm, Jeff spent nearly 15 years in the financial services industry,
where he developed expertise in client relations, business development, and portfolio
management. He began his career at Morgan Stanley, serving as a liaison between the trading floor and financial advisors nationwide, before joining a high-net-worth advisory team at Morgan Stanley Smith Barney in San Francisco.

Jeff studied Business and Psychology at Nyack College in New York and pursued
Theology for Ministry through St. John’s College, Nottingham. His multidisciplinary
background shapes a distinctive approach to fundraising one that blends strategic
precision, relational fluency, and mission-driven intent to help clients unlock capital and
accelerate impact.
